Two Masks below
One supplied HERE by Kim Broedelet ~ Memorykeeper Mask 6
and one by Dee's Sign Depot ~ Valentine Masks ~ DD_NVM_4

Drop shadow of choice
*~ Let's get started ~*
1. Open new Image 700 x 700 px transparent
Flood fill white
Add layer ~ select all
open paper 2, copy & paste into the selection. d/s
Apply KimB's mask, merge group. Duplicate, merge down.
Add new raster layer ~ select all
**I used the paper preview from this freebie to make another masked layer.
Using the Paper Preview, I drew a selection around the top of the preview and promoted it to layer, doing same for bottom, and combined these two layers by merging together
HERE is my example
Copy & paste into the selection
Apply Dee's DD_NVM_4 mask, merge group.
Move this layer below the previous masked layer.
2. Add element 1 ~ 20% C/P
Duplicate, rotate 90 deg to right
Add elem 3 ~ 23% C/P to left
Add frame, elem 15 ~ 25%, duplicate
on original frame layer, apply the following
Effects ~ Distortion ~ Warp ~ setting: -30 H, -25 V, Size 25, Strength 50
Duplicate ~ mirror horizontal, then mirror vertical
You may need to arrange the frames to align perfectly

3. Using magic wand, click inside top frame layer, expand 5 px
Open paper 4, resize 600 px, copy & paste as a new layer.
arrange & delete. d/s
Add elem 10 ~ 15%, rotate left 25 deg, duplicate, mirror
Add elem 5 ~ 15%
Elem 14 ~ 25, place above upper frame,
using pick tool or transformation tool,
adjust the width of the bow so it appears to wrap around
lower portion of frame.
Using Lighten/Darken tool,
settings: size 75, hardness 75, opacity 75
right click to darken the outer edges of the bow

Add elem 8 ~ 15%, rotate 90 deg to right, duplicate, mirror
arrange below main frame, on either side of frame
Elem 9 ~ 20% C/P top left
Duplicate, r/s 75%, duplicate, mirror
Arrange these 3 flowers in top left corner of frame
Elem 17 ~ 11%, place above bow on left
4. Add face tube of choice, erase any part of tube
that extends beyond frame.
Duplicate tube,
on duplicate copy, sharpen,
apply Filters Unlimited ~ Photo Aging ~ Cracked paper (default)
Apply Photo Aging ~ Old Color: 15, 95, 112
To add more pinkish hue to the tube,
set foreground colour to #ce9196
use Change To Target Tool, setting: sz 100, hardness 50, opacity 75
brush this tool over the flowers of her hair
and the lips
Using same setting as above,
A. change the colour of the bow (wrapped around frame)
B. change the colour of the paper inside the frame &
C. change the colour of the candle.
5. Select the Masked Paper Preview layer,
using Pick tool, pull in the horizontal nodes to
narrow this layer horizontally.
Add dropshadows to elements, frames
Sharpen any elements using unsharp mask:
R 1, Strength 55, clipping 1
Luminance only checked.
6. Add copyright, license, url & name
Delete white background layer
Merge visible, crop merged opaque
and save as a PNG.
